The Water and Sewer Department is charged with the maintenance and construction of approximately 95 miles of all water distribution facilities, including over 5000 water taps. The City is currently providing water service to areas inside and outside the City limits. The Water and Sewer Department is also responsible for the maintenance and construction of approximately 75 miles of sewer collections systems, including over 3900 sewer taps. The City currently provides sewer service to areas inside the City Limits. On a daily basis the water sewer department responds to citizen's requests such as water leaks, sewer leaks, sewer odors and we repair lines whenever necessary. To report all after hours and holiday emergency's call 704-825-3792. Crossconnection Program- A Section of Water and Sewer

PURPOSE

The purpose of this Cross Connection Control Ordinance is to define the authority of the City of Belmont as the water purveyor in the elimination of all cross connections within its  public potable water supply. This Ordinance shall apply to all users connected to the City of Belmont's public potable water supply regardless of whether the user is located within the city limits or outside of the city limits. This Ordinance will comply with the Federal Safe Drinking Water Act (P.L. 93-523), the North Carolina State Administrative Code (Title 15A, Subchapter 8C), and the North Carolina State Building Code (Volume II) as they pertain to cross connections with the public water supply.

 OBJECTIVES OF ORDINANCE

The specific objectives of the Cross Connection Control Ordinance for the City Of Belmont are as follows:

a.       To protect the public potable water supply of the City of Belmont against actual or potential contamination by isolating within the consumer's water system,  contaminants or pollutants which could, under adverse conditions, backflow  through uncontrolled cross connections into the public water system.

b.       To eliminate or control existing cross connections, actual or potential, between the consumer's potable water system(s) and nonpotable or industrial piping system(s).

c.       To provide a continuing inspection program of cross connection control which will systematically and effectively control all actual or potential cross connections which may be installed in the future.

                  Meters a Section of the Water and Sewer Department 

All utility service meters are read monthly, using hand held computer devices. Meter readers record readings for your water usage and makes notes of any problems. The meter readers also do the disconnects and re-connects. Meter readers also provide customer assistance in problem solving high usage rates.

City Inspector a Section of the Water - Sewer Department

The City Inspector ensures consistency of multiple, technical construction related inspections in the field. Inspections are related to the requirements of the City's engineering design, material requirements, contract installations and assurance of quality control to the City's newly installed and/or existing underground utility infrastructure systems. Reviews and approves revisions to plan through coordination with all engineers, contractors and City Officials to identify area of non-compliance or improper field construction or related field problems. Supervises, on behalf of the City, all field operations and facilities the coordination of all construction / site project activity with all outside agencies and their associates as it relates to the City's involvement with its underground infrastructure. Upholds the requirements set by the City of Belmont pertaining to all impact, inspections and new development policy.
